Odd for sure, amazing that for a $1T problem, TEPCO can't field better than a $150 webcam.
At first looks like fire, then stabilizes, I would guess work lights for working on the water decontamination system. I would hope they are working 3 shifts in 24/7 operation. they are seriously polluting the planet, get on it!
